0. This is an agreement between the WoPEc project, represented by Thomas Krichel and Ivan Kurmanov. It is called "Wolgograd 1". This version is approved by the steering committee of WoPEc.

1. The immediate goal of the agreement is to allow the usage of the software developed by RePEc to support the Ghent agreement. Under that agreement the current ReDIF template syntax is used to bring together bibliographic data from a number of preprint initiatives. The first difference is that the data will have different handles. Handles will not start with "RePEc". The second difference is that new subject classification schemes may need to be added. Ivan will be working immediately on adapting the existing software to that situation. He will also introduce parsing procedures for these classification schemes. The redif.spec will list all known authority names.

2. Ivan and Thomas agree to develop a new format for the specification of ReDIF. The basic idea is that there should be a language "zhuleb" that will describe an instance of ReDIF in a structural and syntax independent way. The current template syntax and a future xml based syntax can then be used as different manifestations of ReDIF. At a meeting in Moscow (near the Wolgograd Prospect) on 21 and 22 June Thomas and Ivan have not been able to fully specify zhuleb. However they have come up with a list of requirements for that language. These are listed in a separate file.

3. The development of zhuleb and the software that it will implement will be made by Ivan. Ivan will provide bug fixes for this software beyond the lifetime of the agreement.

4. The documentation of zhuleb will be a joint responsibility between Thomas and Ivan. In practice that will mean that Thomas will edit documentation text that Ivan will provide. The documentation of the code will be done by Ivan on his own. Good code documentation will be crucial for the success of the project.

5. Ivan will continue to manage the relational database that controls the RePEc dataset and migrate the dataset to the extended ReDIF structure.

6. All software written will be in the public domain.

7. The academic research benefits of the work will be shared by Ivan, Thomas and any third party that Thomas may invite.

8. The initial phase of the agreement is 1 July 1999 until 31 December 1999. During that time the WoPEc funds will pay Ivan 600 pounds per months as a fixed wage. It is hoped that the agreement can be extended.

9. In return for the wage Ivan Kurmanov shall be working full time on the project. He will cover his connection charges. He will not accept nor seek any additional source of employment.

10. Ivan will send weekly reports of activities to Thomas.

11. Ivan and Thomas agree to seek the arbitration of Sune Karlsson in case of a dispute on this agreement.
